The joke is that /foe/ doesn’t like Project Horizons, but it’s very popular with a lot of the rest of the FO:E fans. So when he comes in to talk about it they throw their preferred reading list at him, take away his nametag (because it’s 4chan, so anonymous culture is the way it goes, and using a name needlessly is frowned on), and then it makes jokes about the references to fetishes, waifus, and /k/ that are rampant in those threads.
The characters just seem to be representations of a few well known regulars and artists there. I think some might be from the PnP games they have.

well I wouldn’t say they’re canon, they just aren’t random OC’s. The artist drew them as representations of certain people who hang out in /foe/

At the time this was drawn, there was a lot of fetish posting on the thread. Mostly about tummyrubs.
The joke is that PH is the book of fetishes.
But why the “book of fetishes”? I thought Project Horizon pretty much included any fetish that can somewhat reasonably exist in the wasteland. XD
