No no no. No “Legends” bullshit. I hate it when people try to do that to discredit my valid arguments. Disney’s “canon” isn’t what Star Wars is about. If it wasn’t for the expanded universe, Star Wars would not be nearly as vast or as good as it was, and many stories not only more plausible, but were written with more passion and quality, rather than painting over A New Hope and rebranding as a “new” movie.
 
Nothing personal. But if you’re a fan of Star Wars, you have to take at least some of the EU into account.

Also, as Kane said, Palpatine wanted Luke to suffer a horrible death, not a quick one…

He wasn’t trying to kill Luke quickly. He wanted Luke to suffer greatly before his death, which is why he didn’t put his force lightning on full charge. He was also to focused on Luke to notice Vader’s sudden change, which is why he didn’t use it fully on Vader. Not only that, but the way Darth Vader was holding him caused his lighting to go in all directions. Not only hitting Vader, but himself included.

It took him far longer than needed to kill off Luke Skywalker or Darth Vader using his “power”. Force storms are also nothing new, those date back at least to many Sith inquisitors of the old Sith Empire long before Sidious was around. Here are just a few people who make his lightning look like a weak taser.
 
-Galen Marek (sorry, he could kill a room of Stormtroopers instantly, Sidious couldn’t kill one person instantly without a lightsaber because of his desire for suffering)  
-Kyle Katarn  
-Jaden Korr  
-Darth Malgus  
-Emperor Vitiate
 
Not only that, Emperor Vitiate was able to wipe out all flora and fauna on a planet within 5 seconds, while he had no physical body, not even mentioning the ability to possess and slaughter thousands of Jedi and Sith at one time. Sidous’ power is evidently significantly weaker than many other force users of both Jedi, Sith and independent people. But this came with the rise of the Empire. I blame Darth Bane for this by instating the Rule of Two. As a result, a lot of knowledge was lost as there was little need for Jedi or any force users in the galaxy, and only after Sidious’ defeat did both sides finally get back to learning their roots and using the true power of the Force. Another thing that led to his downfall? His desire for suffering. He wanted to make everyone suffer instead of doing what Sith did best: slaughtering. This gave others the opportunity to fight back and, inevitably, stop him.
 
I digress. Pairing all three of them vs him would pose a decent fight. They might lose, but not if they were trained under superior Jedi/Sith and, even deadlier, learned how to manipulate both light side and dark side powers, something Sidious never did. Also, force lightning has no “peak”, because storms can be less effective than a shock or chain lightning.

Darth Sidious is one of the most powerful users of force lightning, being on par with Darth Bane’s. He’s lightning could vaporize victims, and even used it to summon force storms (aka, force lightings peak form) that scortched entire planet surfaces. Sidious is one of the powerful users of force lightning, like I said, being on par with Bane’s force lightning. It’s one of the many reasons Sidious is one of, if not, Thee most powerful Sith Lords in the Star Wars universe, both legend and canon. So no, Sidious’ force lighting dwarfs Galen’s

His use of force lightning is pitiful compared to likes of others like Galen Marek. They’d get back up, especially if they’re in full power like they are in the picture.
