The barrier expanded to encompass the whole world. According to the description, Roseluck and Wallflower’s change here is supposed to happen early in (since Canterlot High is at ground zero).

With twilight’s magical barrier was in canterlot high school especially in the hallway when of the dozen parts those were caught in the barrier’s path when wallflower and rose luck were caught in the barrier when prior to the barrier they were humans and when the barrier passed by they were turned into ponies.

Much like how Sci-Twi kept her glasses and Applejack her hat, Wallflower’s sweater is practically a part of her (and also because it was the only vector with the right reaction and I liked the sweater look ^^’).
