And you’re completely free to have that opinion. But there’s enough non-human features that it could go either way (notice the definition you quoted says “or”, not “and”, and definitely not “all of the above”), and since the person who drew it says it’s anthro, then that’s a good enough reason to say that this is intended to be an anthro picture.

It’s your opinion that it’s incorrect, not a fact. There’s no solid definition/distinction between when an image is “antro” vs when it is “human with pony features”. So some may think this picture is anthro, some may think it’s humanized.
 
For cases where it’s on the fence like that, it’s best to go with what the artist says it is - they drew it, so they would know better than anyone else what it’s supposed to be. Keep in mind that unlike on Derpi, DA only allows the artist/uploader to set the tags for an image, so the fact that it is tagged “anthromorphic” at the source indicates that the artist himself said the image is anthro.

but we have specific humanized tags for all of those non-human qualities. The only non human quality we don’t have tags for are hooves(and then it might still be satyr) and muzzle/snout, and that’s when you know it’s anthro.

The artist tagged it as “anthromorphic” on the source, and when in doubt, it’s best to just trust what the artist says. Additionally, she has several non-human qualities (wings, horn, large ears), which pushes it into anthro territory regardless.

What? But we have tags such as winged humanization, horned humanization, etc…? And there are unnatural skin color humanizations, e.g. Equestria Girls…?
 
What usually distinguishes anthro from humanizations is the facial structure. Her face is 100% human.
