Dr.Kelpie: So far the closest alicorn-looking offspring we have managed to breed is a Changeling with Pegasus characteristics, along with Earth pony blood. Unsuccessful offspring are raised with their mothers until they reach a certain age where we will send them to receive education. Of course, we make sure that the mothers are always in contact with them.

From what I can gather, they’re trying to breed a true alicorn. I’m guessing that “unsuccessful offspring” means that it isn’t a alicorn.
