I’ve heard of this before. I also remember once hearing about a rather hefty and homely fellow, friend of a friend, who visited the Big Easy during Mardi Gras. He apparently thought that when the beads were chucked at a woman standing nearby they were meant for him. (He was a trifle inebriated at the time.)
He jumped up on the hood of a nearby car and started yanking his clothes off. At which point the onlookers began chanting:
“Keep it on!”
“Keep it on!”
“Keep it on!”

Mardi Gras beads are usually handed out or thrown to chicks if they flash their tits. It’s not restricted to just Mardi Gras, though it’s also when all the college kids go down to the French Quarter as an excuse to drink and party hard on Bourbon Street.
Last time I was in NOLA there were guys throwing beads at people, at that was hardly during a major festival; I think it was more a wedding. But no one really did anything but catch the beads so it was a wasted effort on their part.
So those beads in general have that sort of reputation and brand. But it’s heavy in New Orleans where there’s a good chance if you’re walking around the French Quarter or Bourbon Street you’ll see them hanging from the trees or wires/cables running across the road.
In the US, at least, the idea of the beads are to give to celebrant that people like - which generally is reduced to guys hoping that women will lift their shirts. The more beads you get….
