Yeah, that was weird, along with the enemies of that game…actually no that wasn’t a weird choice to not choose him as a boss because Zurg was more of a minor in Toy Story 2.

I think the NCR has California with bits of Oregon and last bit by Baja California. Vault City is in nor cal right by Redding.
