Discord being against petrifying others is because one, as you said, he’s bitter it happened to him, and two, because statues are boring, less chaotic.
 
Similar reasons as to why he didn’t kill the Mane Six. Corpses are rather orderly, boring.
 
With these three? He probably didn’t give the slightest fuck if they continued to be chaotic, due to how personal it got.
 
In other words, it never was on moral grounds, in my eyes.

And now we got to this two-parter where the villains attempted murder multiple times and made a mutilation threat.

I do see Discord petrifying them as his story arc coming full circle, with him now as one of those “goody two shoes” he would have despised in the past.
 
And going back to “Frenemies” when the Triad were talking about him with derision and contempt, there is something a bit cathartic about not only him being the one to decide their fates, but also the fact that he was gaslighting them for several months straight and they fell for it.
 
Moral of the story: Don’t underestimate Discord.

But getting back on topic, Cozy Glow was a deranged little sociopath and got what she deserved.

Cozy Glow is the biggest riddle among the villains in the entire MLP universe from G1 to G4 because much is wrong with a filly who had repeatedly demonstrated atypical characteristics in contrast to the ponies. She is a pegasus, yet she was able to use magic at a very high level even for the unicorns. When she stole the magic from Celestia and Luna, it looked like she was used to tactics against magical beings. She had acted several times as if the ponies were not by “her” people, and it was seen that she did not seem to possess the basic knowledge of the world beyond socializing with the ponies. Besides, where would the magic she had wanted to empty Equestria go to? We know it’s in a second dimension.
 
It is possible that she ended up in Tartarus not because she deserved the punishment, but because there are no relatives and there must have been a stricter reason for such punishment. She had shown a skull after a pony can be real, because Chancellor Neighsay was shocked when he saw this. But this did not want the authors to actualize for the viewers who were thus left with many questions. Especially after the last scene when Cozy Glow smiled at the camera. What had she in her plans if Discord had not freed her and Tirek?
 
Since then, she was seen to be strongly temperamental, manipulative and disrespectful to others, Tirek and Chrysalis observed this and took their precautions as when they allowed her the chaos magic. With the chaos magic, we saw a giant with demon characteristics in Cozy Glow, suggesting that she is not an ordinary pony. Occasionally there was a naivety in Cozy Glow in relation to the surroundings which only raises more questions.
 
Besides, one should think of something; Discord had said he would not petrify a pony, everything else is fair play. So why did he make an exception around Cozy Glow who is treated just as hard as Tirek and Chrysalis? Then it becomes obvious that Cozy Glow is far much more than an ordinary pony. And this is what all viewers and fans must know, and thus must ponder the riddle that she has become.
 
My theory? It’s just head canon, but it’s an upcoming movie rumored to show a connection between G4 and G5 - and we now know that G5 is in a different reality from G4. What if Cozy Glow is the first G5 character? She emerged as plans for the G5 were being formalized for the next few years. Jim Hader had speculated that there was something far deeper than just a villain in the little filly.

I find funny how you guys can’t fathom the idea of an evil underage.

I still don’t understand where you guys are getting the “turning into stone” == “death sentence”… Discord was petrified twice, the second time just until they were comfortable enough to try and reform him. Nothing tells us they won’t try to reform them one at a time at an undisclosed time later, nothing except your interpretation being the worst possible version of possible outcomes.

We the Court of Equestrian Nitpicking first order that, for the duration of this appeal, Ms. Glow et al. are to remain in petra in light of their potential danger to Equestian society at any moment following release.
 
We the court furthermore partially accept from the Lunar Bar that Ms. Glow’s status as an equine is questionable given her precocious intellect, her ability to make long-term decisions, her comfort in aligning with profound forces of darkness on more than one occasion, and the inability of the Equestrian court to locate any parents, relatives, or legal guardians of Ms. Glow.
 
However, unless and until a birth certificate and medical records can be produced, we must assume until evidence shows otherwise that, as per her outward appearance and lack of obvious innate foreign magicks, Ms. Glow is indeed a pegasus filly, however extraordinary she may be.
 
The court advises Princesses Twilight Sparkle, Celestia, Luna, Cadance, and Flurry Heart to refresh themselves upon the proper legal procedures to authorize and perform a biological evaluation of Ms. Glow in petra. (Especially the first and the last listed.)
 
Under the presumption of her equine nature, Ms. Glow’s obvious and repeated acts of premeditation in: conspiracy against the government of Equestria; attempted mass murder; arson and acts of terrorism, and; disenfranchisement of the magic of friendship lead the court to determine that considering her legally as an adult was an appropriate course of action.
 
Furthermore, due to her party’s status as a Grade V Threat to Equestria (and possible Grade VI Threat to the Planet), and as Ms. Glow et al. were captured under resistance in the theatre of war, the court rules that Ms. Glow was indeed under the direct jurisdiction of the Princesses under Equestrian martial law.
 
We the court agree with the prosecution that Princesses Celestia & Luna (collectively) committed an error in seizing custody from Princess Twilight Sparkle, the arresting official, in light of the at-the-time-ongoing transfer of sovereign power from the former to the latter. The court further understands that the Princesses briefly appointed His Majesty Discord, God of Chaos Probably, King of Some Apples But Not The Orange One, Bringer of Delicious Rain, Esq. to act alongside them in the performance of the sentence, in violation of 3 E.R.C. § 210. We would remind the Princesses (yet again) that appointing convicted felons to office or as viceroy is only legal when subject to public scrutiny, such as popular vote, and is strictly not to be done impromptu.
 
Finally, the court takes into consideration the testimony of Princess Twilight Sparkle wherein she “would Totes McScrotes have done the same thing” (sic). The prosecution has brought no witnesses with convincing arguments against Princess Twilight Sparkle’s account of her own feelings and actions. Furthermore, the court would remind all in attendance of Princess Twilight Sparkle’s previous appointment of Sunset Shimmer as the Ambassador of Equestria within the World of Hairless Hands, and Starlight Glimmer as the Minister of Intermagical Education. While neither person was ever convicted, we the court take it as proof beyond reasonable doubt that Princess Twilight Sparkle is indeed as utterly nuts as she claims.
 
With this understanding, the court concurs with Princess Twilight “Twilynanas” Sparkle in advising the prosecution to dismiss the charges against Princesses Celestia & Luna of breaching chain of command, as she has basically said it’s totally cool. Furthermore, the court rules that the treatment of Cozy Glow as an adult Grade V Threat and consequent petrifaction are acceptable. However, so far as the court is concerned, the appointment of H.M.D.G.C.P.K.S.A.B.N.O.O.B.D.R.Esq. to serve the sentence of Ms. Glow et. al., regardless of which of these bimbos or another authorized it, remains a violation of nearly-equal offense to having to write his full title every time just for the Princesses to use some loophole to pardon everyone of everything again.
 
Finally, the court rules that the court needs a stiff drink.

And no, i don’t care about her age. old enough to plot genocide, old enough to suffer the consequences, whatever they are.

Like she wouldn’t just have taken the first opportunity she got to go back to try the same thing again. And you’re underestimating her too. We wouldn’t have figured her for a threat on her first appearance and look at how that turned out.
 

 
Time travel is a whole can of worms by itself i don’t feel qualified touching, but there’s a world of difference between giving up and regretting it once you’re shown how badly your actions are going to turn out and (most likely) being fully aware of the consequences and not caring.
