Yes they can. BDSM power exchange does not have to be limited to sexy times. A perfectly safe image of a submissive could be something like a submissive character cleaning house, or massaging their dominant, or even simply physically lowering themselves in the physical or symbolic presence of a dominant character. Visual clues like devotion collar or sissifying outfit can suggest that it’s specifically a submissive doing service.

Rating comments for themes that get tagged safe, submissive a lot (to keep thing simple, I won’t say anything about the validity of ‘submissive’):
- tied up and/or gagged characters, characters in shackles or stocks etc.
- characters existing while leashed/collared
- characters being physically overpowered/dominated: pinned to ground, kabedon, being sat on, princess carried, over-the-shoulder carried
- characters wearing bridles, saddles, harnesses - they’re little horses, Bront
- tickle torture
- characters being coiled up by serpentine bodied characters/creatures
All of these are easily ‘safe’ if there’s no nudity, suggestive touching/poses/view angles, implication of genital contact, or suggestive reactions. All of these appear rather frequently in TV shows approved for ages 7 and up (which is our reference frame for ‘safe’), or otherwise in media that is targeted and approved for small children.
