It makes sense. Tail moved aside means that the artist (and usually also the character) intended to show the butt.

This is partially because the western culture is hypocritical. It used to uniformly require modesty but now it differs per situation. In some situations (like beach) you can wear almost nothing, in others the same outfit is so unacceptable that it could get you arrested. So an image of human characters in underwear/swimwear would be perfectly safe if you used a beach background, but it could suddenly have suggestive or questionable vibes if you swap the background to a street or a preschool. With abstract background, it’s hard to say.

I’m not sure if environment/context is actually being taken into account for rating purposes. The rules don’t mention it.

Butt, tail aside, and blushing are contributing factors. A few Empress-Twilight’s YCH poses were changed to suggestive by staff so please don’t revert it.
