First question - Man, I sure hopes so!
Second and third - That would simultaneously be cute, funny, and perhaps a bit creepy. Kinda like Mavey, actually!
So, what if somehow… there was magic… to give alp-luachras cuddles from– stay with me on this– … INSIDE the tummy of someone?
Now, IF this was done… would their laughter be heard from your body while they’d get tummy tickles and chin-scratches? Would your words also have the sound of them giggling and laughing and cooing and chirping from the snuggles they’d get from their home within you?
True. At the very least, MLP-style Alps are hard to resist.
Their cuteness just screams “Want. Or maybe do not want. No… Want! I’m so conflicted!!” :D
I’m not crazy for them, but their serpentine-like bodies make them cute in my books.

Ah, but their tone of voice would be that which they are born with… including squeaks, chirps, giggles, etc.
… unless they are born and spend all their time around ponies that sound like Barry White, George Takei, and Michael Clarke Duncan, of course.
I must say: To this day, the alp-luachra remains my possibly my favourite non-pony MLP-ified actual species. Especially Mavey here. Though Night Glider is my waifu now, I still hold a special place in my stomach for Mave!

Other than definitely not like the Breezies, I honestly never gave any real thought to what she sounds like. I’m just going to take the easy route and leave it up to everyone’s imagination.
Though for the record, since they learn to speak by listening to a host, theoretically they could have a myriad of accents and speech habits.
For the record though, I’m leaning towards penguin
