It’s very rare that ponies actually have such names, I can only think of Coco Pommel and Suri Polomare right now. “Jeff Letrotski” is a fan-name, not an official one. It’s possible that you’ve seen it on some merch somewhere as Hasbro has adopted a few names from the fandom, but it was not mentioned in an official G4 medium (be it the show, the comics or the books), so far. So it’s “canon”, in-universe status is very unclear.
It’s the safest to give them names in a style that the majority of Equestria’s population has.
There are some ponies on the show, not OCs, that have a weirdly human name, such as Jeffrey Letrotski.
“Ralph” sounds too much like a human name to be likely that any pony in Equestria would be called like that. But the idea for her mom’s name sounds nice. There is a thread for naming background ponies here, you can suggest it there so that it can be voted on.
