Yep, IIRC this is the reason why sites like InkBunny were created. They’re hosted in countries that very specifically don’t outlaw furry underage content (as long as it avoids anything near-human).

Lets hope Tumblr is not going to the same thing with links from Tumblr to Derpibooru then.
There are several artists who put links to Derpibooru because those images are not allowed on Tumblr.

Linking off-site to content above the image rating is a no. Using the site’s embedded links to link to images on-site is fine, as anyone clicking on the link will only see a spoiler unless they have those particular filters turned off.
