Well, I think you’re looking at it from a human perspective.
 
In a world where magic exists, you kinda have to expect unusual things like accidental gender bends, but(unless it was permanent) I doubt it would kick up much of a fuss

I blame car culture, honestly. all the places to run around and explore are paved over and reserved for motor vehicle traffic, and commuters never get to know their neighbors, so they can’t tell who’s dangerous.
 
freeway construction has actually been used as a weapon since the 50’s to disrupt poor/minority communities

You know, in the show we see children just wander around town going on little adventures and doing stuff. I think the US was like that in the 50’s, and I guess some places still do that, but in my experience it seems in western cultures parents keep much closer track of their kids now. Mid/late teenagers can barely come home too late, never mind a young child staying out overnight.
