Feels like a made up history of each race. Especially the Changelings, whom didn’t even have any civilized culture prior to their “purification”.
Unless however, there was a point in time before Chrysalis where the Changlings did have one. Or there may have been other Changeling hives elsewhere.

Let’s say you have a new background artist, hired S7, and you tell them “Give us a queenly portrait for the changelings”, with the only examples they know they are working with being the reformed ones. I could easily see that being a possible mistake.
It was clearly caught before the full production was made.
There’s a fan-theory that the “new changeling” look is actually their original appearance. According to this theory, the changelings we’ve seen from “A Canterlot Wedding” to “To Where and Back Again” are actually a corrupted form of the species, caused by Queen Chrysalis’s evil magic. Thorax learning how to share love rather than just absorb it like a parasite caused him to revert back to his “true self”.
So far there’s no indication the fan-theory will become canon, but you never know; it’s possible.

Why would they even consider having a new changeling there? The rest of the painting are what actually appear in-show, so it’s not just a crudity for the sake of an animatic. Why did it get as far as it did?

I don’t read the comics but I don’t think the holes could have been from the Starweral.

I think that’s already out the window.
But that fan theory would be contrary to the Changeling origin story in the comics.
