I don’t know about the OC but yeah, she could have just looted it. Maybe even as a disguise.
Considering Katya is a native of Stalliongrad, and has a giant red star as part of her Cutie Mark to boot, I think it’s more likely she’s a Stalker who stripped a Merc from his armor after it was better than her old gear (whether he to being more bullet resistant, or just getting wring through as much mud and blood as her old gear)

Sometimes you grab whatever you can, especially if you are running low on ammo for what you have and the guy you just dropped has plenty of ammo for something else.

Also for what it’s worth I’ve been playing a new mod for Shadow of Chernobyl,
New Arsenal 5.1, which adds female npc’s to the game.
