The problem with your assessment is that you’re taking your viewpoint as the only way that scene can be taken.
 
Here’s another way to read it. Twilight has always been neurotic and eager to please Celestia.(See Lesson Zero if you have any doubt of that) She DID tell Celestia Sunset had reformed and they were going to have a meeting, but Discord’s betrayal of them to Tirek led to a large portion of Equestria drained of magic.
 
It shows you can’t always just take them at their word that they’ve turned good. Maybe Twilight did vouch for her, but she still needed to see it for herself before she could accept it. So, naturally, when she saw Sunset face to face after all this time she had to see how Sunset acted, so she put on her serious face just in case Sunset was considering pulling a Discord. I actually think it would be foolish if she didn’t have her guard up until she felt Sunset wasn’t a threat. It doesn’t mean she’s holding a grudge. She’s just being cautious.
 
The situation then turns extremely awkward for everyone, at which point Twilight tries to get things back on track by nervously stating the obvious. She just wasn’t expecting the death glare, so the only thing she can think of to say is just, “Ob, hey, look who it is.”
 
Maybe not perfect, but I think I covered most of your issues.

I can blame it on 2 levels. Of course I blame the writers, but there’s still the fact that, well, we’re supposed to get immersed in the show and invested in the characters and think of the characters like people, so there’s still the surface level of the characters being annoying people. When the writers write characters badly, it results in them being bad people and unlikable. Like here where Twilight just walks in the door with Sunset unannounced without telling Celestia Sunset reformed for some reason. Like, seriously, what the fuck?

  1. Celestia’s body language. Her wings flared up as soon as she saw Sunset. That means she thought Sunset was a threat and was surprised by her appearance. She also had a scowl, which she wouldn’t have if she’d known for a while that Sunset was good. She would’ve forgiven her as soon as she found out which should’ve been a while ago. It would actually be out of character for her to hold a grudge and still despise a character who was bad but she knew was now good. She views them as needing help and feels sorry for them. And it played “uh-oh” music.
     
  2. Twilight really awkwardly said “Soooo…Princess Celestia…you’ll never guess who’s back!” Why would she say that if everyone already knew about and decided on this meeting, and why would there be that much panic on her part if she wasn’t expecting things to go very badly and didn’t just spring this on Celestia?

This moment is really dumb, and it undercuts the emotions this scene is going for for me. We see Celestia’s wings flare defensively, and she has a scowl on her face. That means she was surprised by Sunset even walking into that room and thought she was still evil. Why is this bad?
 
  1. Twilight never told Celestia Sunset turned good. I find that VERY hard to believe. WHY didn’t she tell her? This BAFFLES me. Especially since she told the royal sisters about Starlight. You would think this would be a thing that would logically, obviously happen. It would be like if she never told the Mane 6 about the whole time travel adventure with Starlight. When you have a story about a team of heroes, and something big happens with 1 of them, you just assume they end up telling the others as soon as they get back, and if they don’t, that feels so weird, and it becomes a plot contrivance when future plot points are built on the fact the other heroes weren’t told.
     
  2. Twilight knew she didn’t tell Celestia Sunset changed, which means she knew Celestia thought she was still evil. So, not only did she not tell her she was good, but she didn’t even tell her she was coming. WHY? What the fuck, Twilight? What if the royal sisters just immediately attacked her? What if they thought it was a trap and didn’t believe anything Twilight or Sunset said and things escalated? What if Celestia was just put on the spot and didn’t have enough time to think and just went with some knee-jerk reaction where she didn’t forgive Sunset and told her to get out, so Sunset ended up not getting help?
     
    This is so stupid, and it’s such a dick move on Twilight’s part to do that, and it’s out of character. Whenever some foundational part of a story is wrong, it cripples my enjoyment of everything they try to stack on top of it, and I can’t get emotionally involved in the apology and the reunion because I can’t stop thinking about how stupid the setup of this moment is, and when mistakes are too great and/or too numerous, it gets distracting, and I keep thinking about those instead of what the creators are going for, and I’m kept from getting lost in the moment, and all I can think about is “Wait…Twilight did tell Celestia, right?…What?”
     
    Oh, I know why it was done from a meta standpoint. Because the writers wanted to have this bullshit “Will she or won’t she?” drama moment with Celestia, but it doesn’t work because it’s completely undercut by TWILIGHT, so it doesn’t make any sense. But we can’t have Twilight react logically and have told Celestia because Celestia would’ve already decided to forgive her, so we couldn’t have the “drama”. A common problem with writers is that a lot of them try to have cool things happen that don’t make sense. Yeah, you can make anything you want happen, but it doesn’t matter how high you sore if you have no foundation to ground it. If it’s not attached to any sort of logic, you can do everything and it doesn’t mean anything.
     
    Personally, I would’ve had Sunset still do the apology not to let Celestia know she wasn’t evil anymore but because it was the right thing to do, and she owed it to her, and this was something she needed to do, and yeah, Celestia would’ve already forgiven her, but I don’t think it would’ve “taken away” from the moment; if anything, it would’ve made it better than what we got because it would’ve MADE SENSE and not be sabotaged by writing mistakes, and it would’ve been real, and they still could’ve made it a genuine, emotional moment. And it sucks because I and everyone had been wishing badly for this moment ever since they started making sequels to the 1st movie, and they ruined the only one we’ll ever get.
     
    If you disagree with my characterization of Twilight, please tell me why you think it would be logically better to decide to not tell Celestia this person she thinks is her enemy isn’t anymore and just walk in the door with them unannounced. Why do you think it’s good that Twilight didn’t do that?
