They could have made him old enough to attend. Twilight’s effectively getting de-aged for the purpose of attending high school, so it isn’t like maintained Spike’s undefined age is an issue.
This has more to do with keeping the focus on Twilight, which really raises the question of why they sent him with her in the first place.
