My read on that segment is that the ponies don’t expect to be there - the costumes were “created” as part of whatever “Maretropolis” may be - a dream, a magic spell, etc.
Rarity would certainly design something a lot more expressive if she had the choice.
I’m a bit surprised at the costume’s simplicity. I always imagined Rarity as the kind who would ridiculously over design an outfit that would look awesome, but be really impractical. Like in The Incredibles, ot that guy in Watchmen who got his cape caught in a bank door and shot.
Or Virtual Reality. …Which in this setting would probably count as magic.
