They don’t. It was revealed in a Gurren Lagann extra that although she is stated to be the same age as Simon but she technically isn’t because it’s implied that her home town measures time differently. Yoko has never actually been properly confirmed as 14 either.
Pretty much all humans lived underground so it wouldn’t be unreasonable to say they have a different perception of time/count time differently. The creator has explained this.
