Independence depends on the player. You can create a unified, powerful Vegas free of outside influence, or you can cripple Mojave civilization irreparably. It’s all about the choices.

Independence is honestly pretty crappy if you’re thinking for the future of the Mojave. Some Wasteland courier fuck who knows how to rule the strip? What?  
Anyway, the Legion won’t rape you unless you’re a woman, and if you’re a weak male, then you’re essentially screwed. Raiders are lessened, yes, but they easy as pie to kill with decent weapon skills.  
The Legion is less like the Roman Empire and more like the Mongol Empire. They use fear, “smart tactics,” and have a secure position of control in their conquered areas, but nations like that are never as effective as their more progressive contemporaries.

It worked though, and for the most part the Legion kept order. It at least takes care of its people and maintains safe trade routes. I’d rather have to deal with controlled evil than have to worry about getting raped and dismembered by raiders when I walk out my door. But while their way of doing things was viable, it wasn’t the best way. And neither is the NCR’s: Following the creed of the old world’s government is not how you avoid the world-crushing mistakes made in the past. I mean, at least the Roman Empire didn’t destroy the world. House isn’t much better. While he would guarantee a safe world, it would be a world built on greed, the same sin that destroyed the old world in the first place.
 
Independence is the way to go, and the most rewarding.

Caesar’s Legion tried be morally (however black) gray, but at best, they were barbarians who just wanted to fight.  
Caesar struck me as an intellectual douche. He talked smart and acted smart, but he uses a butchered execution of history for his own gains.

I wish Caesar was a good guy though. Fucked-up idealogy aside, when I did my obligatory Legion playthrough, I just felt a connection with him. He seemed like a fantastic drinking buddy, I loved his fucked-up sarcastic sense of humor.
 
Shame he’s a woman-abusing slaver bastard. I have no regrets when I say it was oh-so-satisfying to punch him into a cloud of giblets with my BEAR HANDS.
