I’m pretty sure any translation of the term “Adolescent” applies across any boundary. Teen/teenage is a more layman’s terms, where as you see adolescence being used in a more medical or legal setting describing youths between the ages of 13-18.
 
The term adolescence itself entering western European lingo in some or any form from Latin “adolescere” meaning “To Grow Up”. This stage in the biological, cultural, and psychological sense most often coming on in the teen years marking notable shifts from being a “kid” to being an “adult”: ie you grow hairs and tits/balls.
 
Society across all cultures has as well puts a number of responsibilities on an individual going through such phases, but without the seriousness applied as being an adult (or “At the age of majority” in law).
 
So no, though French, German, or Arabic may not use “-teen” as an affix (Though I suppose the Germans could use -zig/-zein [I can never remember which] and Arabs some form of “shaar”, but we’ll need a representative of this language to confirm), there is still “adolescent” to take over from there.

no dude….. they call them teenagers because thirTEEN fourTEEN fifTEEN sixTEEN sevenTEEN eighTEEN nineTEEN as in their age number contains TEEN in it!  
their still kids… just like when you hit 18 and 19 your an ‘‘adult’’ but are still a ‘‘teenager’’ its not rocket science….
