Artists can choose to retain the rights to their works, and it would say so in a contract signed before work began, in a professional environment anyway.
Hobbyists and such tend to choose to retain rights to the work by default, but if they explicitly state you can’t post without their permission, then they’re basically exercising that right.
Some give some rights to the commissioners though, so the commissioner gets right over whether it can be posted and where. And some just don’t give a shit, once they’re done with it and got paid for it, they couldn’t care less what happens to it.
