They way I categorize them as one-shot characters. They are in between background ponies (no roles/lines/character) and supporting characters (minor lines/roles/character). She and the Manehattan delegate have a characterization, but probably won’t get another line again after this. The other delegates, that didn’t speak wiould be classified as background even though we see them in the foreground during the montage.
And on another note, this also applies to the Alt Mane 6, since in “Slike of Life” they were all brought to the foreground with characterization and roles. They are no longer background ponies, but one shot characters and they’ll stay one shots until they get more lines/roles, etc. then they’ll become minor/support characters.
