he was dragged around on a chain everypony also let him know that he was wrong for what he did, the characters have never punished characters who have genuine remorse for their actions as they didn’t do it to starlight, so why would they do it to discord when he had genuine remorse, had no ill intent infact actually making a effort to be a good friend but just didn’t think things through and risked his life by purposefully pissing off tirek to deflect a beam that could have killed him so that starlight could get free and stayed behind to help face the baddies without any powers.
 
The trio attempted to kill the mane 6 multiple times, tried to forcibly rule over a kingdom for their lust of power and while it is partly discords fault they themselves choose there evil actions even before season 9 and neither of them felt any level of remorse or denied that they would always return like chrysalis said, they had a chance to choose friendship in frenemies but decided to try to cause pain to a country instead. But yes he was used for the sake of a twist but being a spirit of chaos I can see it.

Wow this is months old, either way I just meant scotfree compared to what he did.  
I don’t think Discord was purposefully ill intentioned but his methodology was awful, he never truly tried to fix his mistake to get his powers back just fix the plan that didn’t work (the plan not working not being the point), he more or less doubled down on manipulating, influencing, and controlling people because he believes he knows whats best (which was his problem) and got rewarded for not actually changing the behavior that caused the issue.
 
But like I said this is real old, those are really all my thoughts on him there. And its my thoughts on how he was portrayed and used narratively as a plot device more or less
