It’s just unnecessarily mean.

This isn’t about Celestia feeding Spike chicken, bruh, it’s about her stuffing him into a snowman and laughing at his embarrassment. Parents who deliberately humiliate their children for a laugh tend to get labeled as abusive.

There’s a slightly different power dynamic between spouses than between a parent and child. If somebody is pointing and laughing at a guy and he has the ability to walk away with a “screw you guys, joke’s over, I’m outta here”, that’s just people goofing off. Spike can’t exactly tell Celestia and Luna to buck off here and go read comic books or something– in the absence of some kind of context that sets it up as a joke that he’s in on, then yeah, they are in fact being abusive.

There both loving caring ponies and would get if they pushed past the ‘Goofy stuff’ to ‘Ok that was kinda mean’ and then make up.
 
If they wanted to keep him pined down, then they would have forced him in place with magic.
